Tony "thought" that Gibbs was kicking him out because he never told him to stay, so Tony always just left.
Gibbs "thought" that Tony didn't want to stay with him because he always just left, so he didn't ask Tony to stay.
They weren't communicating with each other when it counted. Both were too insecure.
